Abandonment

Abandonment is the loss of all or part of a water right due to non-use or the failure to prove diligence on a conditional water right resulting in the loss of the right and its placeholder status relative to other water rights. Absolute water rights are only declared abandoned by the water court when the water right holder expresses an intent to abandon the right.
