Undesirable plants that infest either land or water resources and cause physical and economic damage. Under the Plant Protection Act of 2000 (7 U.S.C. 7701 et seq.), which consolidated Animal and Plant Health Inspection Service (APHIS) authorities including almost all of the provisions of the Noxious Weeds Act, P.L. 93-629; 7 U.S.C. 2801 et seq.), the APHIS works to prevent noxious weeds from entering the country, and conducts cooperative control/eradication programs with the states. Local governments frequently impose taxes on landowners to carry out noxious weed control programs.
