The State Engineer’s Office (SEO) issues permits to drill water wells that specify the rate of withdrawal, intended use and location. The Groundwater Management Act of 1957 recognized that tributary groundwater extraction depletes surface water supplies and is subject to the prior appropriation doctrine.
